There are two aircraft moving in line along the taxiway in a snowstorm.
The airplane in the foreground has an Air Canada livery and it looks like it is an Airbus A320. As for the second aircraft, it might also belong to the same airline but it is too small in this picture and it is hard to say for sure.
What is remarkable about these two airplanes, is that the first one is using its own thrust for taxiing while the second aircraft seems like being towed by a tractor.
It is daytime but the snowstorm is so severe that even the runway lights behind the two aircraft are hardly visible. The runways and the ground surface around the maneuvering area are covered with snow and I guess the pilots are having a hard time finding the taxiway centerline.
Perhaps, the weather conditions have just got worse and the two aircraft had to cancel their departures and are taxiing back to the terminal. The great danger of the blizzard is that it significantly degrades visibility. The runways get contaminated with snow which means that the braking action decreases.
Actually, if I were to taxi this airplane back to the stand, I would be doing that at a minimum speed and with extreme caution. I would also probably request a follow me car because the taxiway markings and lights are of little help here.
This picture is a good example of how susceptible aviation is to adverse weather phenomena. Pilots should thoroughly study weather forecasts before planning a flight and, certainly, be prepared to handle the aircraft properly in all possible weather conditions.

概要説明

航空機が2機並んで動いていることに触れます。
There are two aircraft moving in line along the taxiway in a snowstorm.
並んでは in lineで表します。他の課題であったようにIn this picture, we can see two aircraft taxiing in line along the the taxiway in a snowstorm.と統一して覚えてもかまいません。自分のスタイルを作りましょう。今回の場合、概要説明は短めです。

中央から周辺に向けて説明

航空機について

まず最初にそれぞれの航空機の航空会社と機種に触れ共通点を説明します。
The airplane in the foreground has an Air Canada livery
手前を表すのにin the foregroundを使います。livery [lív(ə)ri(米国英語)ˈlɪv.ɹɪ(英国英語)]意味は「制服やおそろいの服」なのでこの場合はAir Canadaの塗装やロゴといったところです。より簡単に言うならば the aircraft in the foreground must be Air Canada.でしょう。airplaneよりはaircraftの方がより専門的に聞こえるのでaircraftを使いましょう。

and it looks like it is an Airbus A320.
定番のit looks like ~「~のように見える」を使います。

As for the second aircraft,
「これに対して~はどうかと言えば」という意味で並列に並べる場合にas for
を使います。the aircraft in the backgroundでも問題ありません。

it might also belong to the same airline
belongは所属しているという意味で使っていますが、難しかったらit might be also the same airlineでも構いません。 

but it is too small in this picture and it is hard to say for sure.
「自信をもって言う」は say for sureを使います。もちろんit is too small in this picture to say for sureでも構いません。

次に2つの航空機の違うところに触れます。
What is remarkable about these two airplanes,
「注目すべき点は」を表すのにwhat is remarkableを使います。the remarkable pointでも良いでしょう。

is that the first one is using its own thrust for taxiing
先に使ったようにthe aircraft in the foregroundでも問題ありません。

while the second aircraft seems like being towed by a tractor.
先ほどのas for と同じ意味のwhileです。whileの方が慣れているかもしれません。
seem like も look likeもほぼ同じ意味ですが厳密にいうと
lookの場合は、対象の見た目で判断して「~のようだ」
seemのの場合は、対象の状況から察して「~のようだ」
lookが「見た目」で、seemが「状況」から判断しているという違いがあります。例えば医者を例にあげると身なりが医者に見える場合がlook、これに対して動作やしぐさの場合はseemになります。

日本語と同じように同じ意味はなるべく違う言い回しにする方が賢く聞こえるので引き出しを増やしておきましょう。

背景について

今回の場合は背景=天候になります。
雪嵐がひどいことに触れ、runway lightがほとんど見えないことを説明します。
It is daytime but the snowstorm is so severe that even the runway lights behind the two aircraft are hardly visible.
snow(雪)
やrain(雨)、turburence(揺れ)の強度は
light < moderate < heavy < severe
で表現します。
これらを使う場合、so~thatをよく使います。so severe thatを一つの長い単語だと思って覚えて分を区切り、後半の文章を追加する感じで考えましょう。
「~さえも」という制限する意味のevenはその名詞の直前に着けます。onlyと同じ感覚です。
「ほとんど見えない」は悪天候の場合によく使います。物+be hardly visibleは定番なので覚えておきましょう。もしくは簡単にwe can not see the runway light clearly.でも説明可能です。

The runways and the ground surface around the maneuvering area are covered with snow
「雪に覆われている」を表現する場合の定番です。翼に雪が積もっているときはwings are covered with snowとなります。

and I guess the pilots are having a hard time finding the taxiway centerline.
大変であることを表現する場合はhave a hard timeを使います。現在進行形であることに注意してください。
動名詞~ingとto不定詞との使い分けですが、次のような使い分けになります。

  • 『リアルな生き生きとした躍動感のあるイメージが頭の中に浮かぶ』
  • 『やり方や行為そのもの』
  • 『過去に起きた行為』

の場合は動名詞(~ing)使います。
これに対して

  • 『漠然とした、リアルでない一般的なイメージが頭の中に浮かぶ時』
  • 『行為をする意志』
  • 『未来に起こる行為』

の場合はto 不定詞を使います。

この場合は現状で起きていることなので動名詞 findingを使います。

質問に対する対策

天候の場合、

  • 航空機は何のためにこのような行動をしているのか?
  • 危険なことは何か?
  • このあとどのようなことがよそうされるか?

などを聞かれることが予想されます。

この航空機はどうしようとしているのか?

出発できなくて戻ってきていることを予想し説明します。
Perhaps, the weather conditions have just got worse
急に(ちょうどいま)天候が悪化した場合はhave just got worseを使います。ひとつの写真や絵で悪天候の場合、よく使われますので覚えておきましょう。

and the two aircraft had to cancel their departures and are taxiing back to the terminal.
キャンセルを決めたのは写真の時点より過去ですのでここは過去形を使います。

吹雪が危険な理由は?

雪による視界の低下とbraking actionの低下
The great danger of the blizzard is that it significantly degrades visibility.
「~は~ということだ」という場合、~is that it ~を使います。
この場合、the danger of ~is that it ~の文を覚えると他に代用出来て便利です。
視界の低下も良く出てくる言葉です。degrade あるいはreduce visibilityを使います。雪や雨、霧など全て視界が低下するので悪天候が話題の場合は必ずといってよいほど使われるので是非覚えておきましょう。

The runways get contaminated with snow 
滑走路の場合、coverd with snowも使えますが、より専門的にはget contaminated with snowを使います。航空英語能力証明試験を受ける人はこちらでも使えるようになってください。

which means that the braking action decreases.
それはbraking actionが低下を意味することを追加します。braking actionはincrease/decreaseを使います。こちらも悪天候の説明ではよく使うので覚えておきましょう。

この状況であなたはどのようなことに注意しますか?

「もし自分がするなら」をはじめに付けます
Actually, if I were to taxi this airplane back to the stand,
be to doで~の予定、~のはずであるという意味です。if I were to do, I would ~を「もし自分が~することになったら~する」として覚えておきましょう。

最小速度と細心の注意
I would be doing that at a minimum speed and with extreme caution.
if I were to do に対してwouldを使います。現在進行形であることに注意してください。この場合、doing thatはtaxiなのでI would be taxiing ~でも構いません。
「細心の注意を払って」はwitn extreme cautionです。extremeがなかなか出てこないかも知れません。

follow me carをリクエストとその理由
I would also probably request a follow me car because the taxiway markings and lights are of little help here.
also probablyを入れる位置に注意してください。追加で不確定な場合、動詞の前に置きます。
be of little help は「役に立たない」という意味です。なかなか出てこないと思いますので、 be useless でも可能です。

この写真から何がわかりますか?

天候は運航に大きく影響するという理由をはじめに述べる
This picture is a good example of how susceptible aviation is to adverse weather phenomena.
susceptibleは [səséptəbl(米国英語), sʌˈseptʌbʌl(英国英語)] 形容詞で「影響されやすい」です。
phenomena [fənάmənə(米国英語)fʌˈnɑ:mʌnʌ(英国英語)]はphenomenon [fənάmənὰn(米国英語), fənˈɔmənən(英国英語)]の複数形で「現象、事象」という意味です。さすがに難しめなのでここは簡単にAdverse weather affects aircraft operation very much.でも可能です。

フライト前の準備が必要
Pilots should thoroughly study weather forecasts before planning a flight
thoroughly は[θˈɚːroʊli(米国英語), θˈʌrəoʊli(英国英語)] 「徹底的に」という意味です。ここは知っていたら使ってください。なくても問題ありません。Pilots should study weather forecasts before a flight.で十分です。

and, certainly, be prepared to
certainlyも知っていてもなかなか使えないと思います。ここでは「きっと間違いなく」という意味で使っています。
be preparedはprepareでは代用できません。
prepareは準備するという行為でbe preparedは準備されている⇒すでに準備されている状態になります。なので準備をしている状況以外ではbe preparedが使われることが多いです。もしくはneed to prepareならば準備という行為が必要ということなのでこういう言い回しでも可能です。

handle the aircraft properly 
handleはoperateの方が馴染みが深いかもしれません。operate the aircraft properlyは飛行中のトラブルの場合でもよく使いますので覚えておきましょう。

in all possible weather conditions.
「全ての天候に対して」は in all weather conditionsをよく使います。
似たような天候状態としては
in all weather conditions
in rain/snow condition
in all adverse conditions
などを多く使います。
